First, I do not believe that was the "malice of hell" - I'm thinking that was just her Blooming (since they look exactly the same and, would you look at that, she goes and Blooms just two years later).

Then there's the exact cause of the mask itself breaking. Most documents attribute this to the mask being "incomplete".

This wasn't performed every decade, like I think the Kagura was. This one was taken out after Souetsu caused the day without suffering at least two generations before Souya, and it was subsequently stopped since the islanders got scared so badly.

From what I can gather, Shigeto decided that the souls lingering on the island were messing up everyone's Lunar Melody, or something like that, and that they had to perform the "real" ritual again to disperse them and lessen the cases of Getsuyuu.
